New York Power Authority (NYPA) Weatherization Blitz
Background
At the direction of Governor David Paterson, the New York Power Authority (NYPA) is distributing “do-it-yourself” energy saving kits this winter to eligible
residents served by New York State’s 51 municipal and rural electric cooperative systems. This program is open to both homeowners and renters.
Free Weatherization "Tune-Up" Kits
NYPA’s “Winter Home Heating and Energy Tune-Up Kits” come in a reusable bag made from recycled materials and include more than a dozen different products that, when properly installed and used together, can lower an average home’s annual heating bill by approximately 10-15 percent (about $200 of savings).

Gross Monthly Income Eligibility Limits
To receive a free kit, participants must meet eligibility requirements for the state’s Low-Income Home Energy Assistance Program (LI HEAP). The chart below provides HEAP guidelines:

However, participation in HEAP is not necessary to benefit from this Weatherization Blitz program. Recipients of the Supplemental Nutrition Assistance Program (SNAP), formerly known as food stamps, or Supplemental Security Income (SSI) are also eligible to receive the Weatherization Blitz kit.
Qualified Monroe County Municipal Electric Systems
Only income eligible residents served by Churchville, Fairport or Spencerport qualifies to receive a free weatherization kit
